National Urban League Papers. Negro Industrial Commission.

Copies of the bills for a Negro Industrial Commission (NIC), introduced in the House of Representatives on April 13, 1921 (H.R. 2895), and again on December 13, 1923 (H.R. 3228). Documents include correspondence between Richmond, Virginia, lawyer Giles B. Jackson, the drafter of the bill, and Eugene K. Jones, the executive secretary of the National Urban League; a flyer that quotes President Warren G. Harding in support of the 1921 legislation; a letter sent by Jackson to President Harding clarifying how the 1923 version of the bill differs from the 1921 version, which is principally in the addition of the clause "to formulate a policy for mutual understanding and confidence between the races" to section 4 on the duties of the commission. Topics include the work that the National Urban League had been doing to promote the welfare of African Americans.
