In reference to No. 8/2/6134 dated 16 Sep 47 With regard to the situation surrounding the POW KHARVIS- ARENBERG Vil'yam (Fredrikh Vil'gel'm), born 1923 - American. [cut off] has been reported to you three times - namely: 26 Nov 46 for No. 1/II 205 [cut off] 1947 for No. 1/V-51 and 7 Feb 47 for No. 1/V-69. Upon receipt of your inquiry dated 9 Apr 47 for No. 8/2/ [cut off] we again conducted a thorough search of the registration document archives [cut off] of MVD camp No. 188, an inquiry was made at [cut off] department No. 1 of camp No. 188 , which is located in the city of Kirsanov [cut off] in the Saratov Oblast to determine if the POW we are looking for, KHARVIS- ARENBERG, would turn up there. The [cut off] camp Section No. 2 of camp No. 64 was queried again (the questions and answers are attached), but no positive responses were received. As a result, the situation surrounding the search remains [cut off] - specifically, KHARVIS-ARENBERG's presence is not listed nor is he listed on the lists of those who were shipped or those who died. The [cut off] of the registration section of b/camp No. 188, in connection with the elimination of [cut off], were fired and left the Oblast. There is currently little chance of more precisely defining the location of POW KHARVIS-ARENBERG. We propose that POW ARENBERG Fridrikh Vil'gel'm, having entered camp No. [cut off], [TFR 66-2]

was given a different nationality and name and was sent somewhere under that name. However, these changes were not noted in the card file. This conclusion is supported by the fact that the POW personnel records numerically correspond to arrivals and departures for that period.

I request that you make it incumbent upon the Head of the OPVI to immediately respond to our inquiries regarding the POW KHARVIS and that you impose disciplinary punishment on those persons responsible for responding to these inquiries. For the third time I am requesting that you cross reference and report to the GUPVI MVD USSR on where the American prisoner of war KHARVIS-ARENBERG Fridrikh Vil'gel'm is being held, or where he was sent to.

The prisoner of war ARENBERG, mentioned above, was turned over to the MVD camp No. 188 on 30 Sep 45.

I am attaching a copy of the transfer statement for the prisoner of war ARENBERG, as well as the receipt and a list from the MVD camp No. 120.

There are no records on [their] release from camp No. 188 and the OPVI UMVD confirms that they could not have departed. However, they are also not present in any of the camps in the Tambov Oblast. For example: 1. No. 8/2/4462 dated 28 Oct 46 (passed via "VCH") We inquired as to where the American POW's KONRADI Dzhordzh, born in 1925 and BONAR Karl Karl, born in 1919 went after they were shipped from camp No. 188. It is totally unacceptable that almost two months passed from the time [we sent] our memorandum No. 8/2/5013 dated 30 Nov 46, until Comrade MAJOR KHVALENSKIJ, the head of the OPVI, reported back. He reported in No. 1/II/2191 dated 24 Dec 46 that KONRADI Dzhordzh died on 6 Jul 45 and that BONAR, Karl Karl, is listed as having arrived at camp No. 188, but to where he departed has not been established. 2. We inquired in No. 8/2/4791, dated 20 Nov 46, (passed via "VCH") on the American POW's; KHARVIS Arenberg, born in 1920, who arrived in camp No. 188 from camp No. 120 and VAJNER Iogan Gustav, born in 1922, who arrived to camp No. 188 from camp No. 125. Major KHVALENSKIJ, in No. 1/II/2059 dated 28 Nov 46, reported that POW's KHARVIS and VAJNER are listed as having arrived, but it is not possible to determine to where they departed to. To present there has been no response to our repeat inquiry No. 8/2/5367 dated 20 Dec 46. Having reported the above-mentioned information, I ask you to immediately cross-reference where American POW's KHARVIS Arenberg, VAJNER Iogan and BONAR Karl have been shipped to and report this to the GUPVI, MVD USSR. Send the registration file with the death and burial certificates for POW KONRADI Dzhordzh who died on 6 Jul 45 while being transported from camp No. 188 to special hospital No. 5951 (city of Kirsanov). I also request that any remaining POW registration [files] from camp No. 188 and special hospital No. 5951 be [TFR 66-7a]

Accurately establish under what last names and to what location the American POW's, Vajner Iogan Gustav, born 1922, sent from camp No. 125 and Kharvis-Arenberg Frank Vil'yam, from camp No. 120, were shipped. Report the results to the GUPVI MVD USSR by 1 Jan 47. In the future, you are to immediately report all changes in the registration documents for prisoners of war to the Registration Section of the GUPVI, MVD USSR, so the changes can be made in the central index file.

TO THE HEAD OF THE OPVI UMVD - TAMBOV OBLAST "18" February 46 MAJOR Comrade KHVALENSKIJ No. 00124 [illeg. handwriting] City of Mormansk Tambov [handwritten "464"] In reference to No. 1/V 46 dated 27 Jan 47 As a result of the questioning of POW's Khajm Fred and Sklej Dzhordzh regarding the POW's you are searching for - Bonner Karl Karl born 1919, and Vajler Iogan Gustav, born in 1922, it was explained that at the end of 1945 or at the beginning of 1946 the POW Bonner Karl departed camp No. 188 on a special transport train for one of the work camps (according to POW Khajm). The POW Vajler Iogan departed for his own country from camp No. 188 in October 1945 (according to POW Sklej). In addition, these POW's explained that the following POW's also know of Bonner Karl and Vajler Iogan: Brajling Genri (at the Kaganovich factory), Myuller Al'fred (at the Sanitorij site) and Dukh Ptefan (in the territory of former camp No. 188) were located in camp section No. 2 of camp No. 64. These people, who were also considered Americans, were held in MVD camp No. 188. At the same time we are reporting that the operational worker Junior Lieutenant Lobanov found that POW Bonner Karl's departure was indicated in the card index of the operations/registration [section] of camp No. 188. The basis of this is a memo from the registration section.
