An amateur photographer who was drafted into the Army Air Force in 1941, Captain Charles Marlatt was told he could not take his camera with him overseas. When he encountered movie cameras for sale in Norwich, close to where he was serving as a radarman, he decided to buy one, and shot footage of his base in England and the city sights of London. Sent to Paris in the spring of 1945 to inspect the French radar system, he awoke on May 8 to find the people of Paris celebrating in the streets. His color footage of V-E (Victory in Europe) Day provides a sense of the worldwide joy and relief that came at the end of the war, for servicemembers and civilians alike (the V-E Day footage begins at the start of the third segment of the film).
