SUMMARY: Photo shows a large crowd of people waiting during President Abraham Lincoln's inauguration, which was held on a rainy day at the U.S. Capitol grounds in Washington, D.C. The crowd includes African American troops who marched in the inaugural parade. In considering the Civil War that had begun in 1861 and was nearing conclusion, Lincoln ended his speech with the famous phrase: "With malice toward none, with charity for all, ... let us strive on to finish the work we are in, ... to do all which may achieve and cherish a just and lasting peace among ourselves and with all nations."
